Mexico, May 10th, 1916,
I have the honour to acknowledge the receipt this
day of Your Excellency's Despatch No. 2422 of March 30th last
on the subject of the import of Opium into Mexico.
I am adressing a further Note to the Merican
Government in the sense of your Despatch, but the Administration
here is in such an utterly and hopelessly chaotic condition
that it is futile to hope for any rational legislation, and
equally for any executive action calculated to carry any such
legislation into effect.
